The investigation believes that fraudsters from the State Tax Service were operating around three years. For now, the only thing that saves him is that the application to the tax service for a VAT refund was falsified by employees of the Federal Tax Service.

But Uyusov is not alone in this situation. The swindlers acted on a grand scale. But V. Suge-Maadyr, it seems, does not yet realize the seriousness of the situation in which they find themselves. She has hired three defense attorneys and is not testifying yet. Apparently, he really hopes for help from influential friends - on Kara-oola And Shoigu, who at one time lobbied the Minister of Finance of the Russian Federation A. The newspaper "RISK" reported this. In connection with this publication, Kandan sued the newspaper for a long time and unsuccessfully at the expense of the Federal Tax Service, but lost the case. When the Russian Ministry of Finance found out about this, the contract with her was simply not renewed.

Then Kara-ool, with the help of Shoigu, installed his new candidate in the chair of the main republican publican - Veronica Suge-Maadyr. With such high patrons, she was no longer afraid of anything. That’s probably why the Federal Tax Service of the republic decided to put together a criminal community to steal VAT. But she did it brazenly and primitively.

VAT theft is only a small part criminal activity. It seems that it will not be difficult for investigators to figure out which of her subordinates Suge-Maadyr wrote out huge bonuses, hundreds of thousands, the lion's share of which they returned to her after receiving them at the cash desk. And at the same time, there is complete poverty all around, two steps from the central square of Kyzyl there are rickety wooden huts, and the most profitable occupation for the population remains the collection of hemp.

This is the price this little republic pays for the incessant fussing of its rulers.

Non-governmental foreign organizations have long shown a strange interest in Tuva. Western observers and political strategists come here for all local elections; American diplomats visit regularly. Protestant missionaries are active in Tyva, whose activities are secretly patronized by the American authorities; the number of houses of worship has long exceeded the number of churches here and is approaching Buddhist pagodas, and propaganda literature in the Tuvan language sells in huge quantities.

A poor republic, thrown back many thousands of kilometers from Moscow; and for the mere fact that Mrs. Bodwin heroically managed to get here - on the crossroads, through Abakan - she is already worthy of a CIA bronze medal!

Events in Ossetia also agitated the Tuvan opposition. Rumors about the impending separation of Tyva from Russia are increasingly spreading throughout the republic. True, the opposition blames the local authorities for these plans not so much the West.

This thesis is different interpretations; to the point that the Tuvan leader tried to build a railway not to Russia, but to China and Mongolia - I heard from many of his other opponents. In fact, this is the main accusation that the opposition brings against Kara-ool.

The same newspaper “Risk” constantly does not tire of emphasizing how few Russian speakers there are in the Tuvan government. All steps of the current government on the pages of “Risk” are considered exclusively through the prism of separatism; They built a new airport, which means they are strengthening ties with China. “Risk” even writes about the problems of Ingushetia and Chechnya in almost every issue, not forgetting, of course, to draw quite transparent analogies.

And again, this could be perceived as a relapse of wild fantasy, if there were more than one “but”. The intensification of national passions really excites people. Frightened by the specter of separatism, Russians are increasingly beginning to leave the republic. If at the end of the 1980s the Russian-speaking population here made up 33%, now there is almost 2 times less: 18%. And this number only continues to decline...

Regularly on the fence of a building under construction Orthodox church signs appear: “Russians, get out!” During presidential elections Leaflets were distributed throughout the republic: “Russians are our enemies”; “By voting for Medvedev or Zyuganov, you are voting against Tyva!”

In the evenings, many began to be afraid to walk the streets. From time to time, unknown attackers carry out demonstrative acts of intimidation here. Shortly before my arrival, a group of Tuvan youth shouted “death to the Russians!” attacked a Russian couple leaving a bowling alley in Kyzyl; the husband was beaten to death, the wife escaped with broken bones. The criminals did not take any money or valuables.

Even one of the leaders of the republican FSB Directorate admitted to me that for this reason he does not dare to move his family to Kyzyl (“I don’t want to shudder every evening!”).

At the same time, there are practically no nationalist sentiments within the Tuvan environment; it has long been known: the poorer the territory, the more it gravitates towards federal center. Well, individual scumbags clearly cannot determine the weather here.

This means that for someone, such intensification of passions is extremely beneficial. This means that there is some unknown force that wants at any cost to create the appearance of a sharp surge in Tuvan chauvinism and, as a consequence, the inability of the republican authorities to control the situation.

What is this powerful mysterious force?

But all this has already happened in Tyva. Yurts on the central Lenin Square (now Arat). Noisy rallies under the slogan “Russia herek chok!” - “Russia is not needed!” The Homeless Committee, which settled Tuvans in apartments abandoned by the Russians.

When Yeltsin issued his famous appeal to the masses - take as much sovereignty as you want - in Tyva (then it was still called the Tuvan Autonomous Soviet Socialist Republic) they received it with particular enthusiasm.

National feelings in the youngest Russian autonomy were then on the rise; and they were also intensely heated from the outside. Technologists from the Baltic states - mainly Lithuania - where, in fact, the main center anti-union resistance, actively helped their younger “comrades in misfortune.”

By the way, the Baltic centers provided exactly the same support to many other “occupied” peoples; the same Chechnya, for example. To the point that all the first program documents of the Vainakh separatists were verbatim reprints of similar papers of the Baltic popular fronts, including spelling errors.

Like the Vainakhs, Tuvan nationalists firmly believed that as soon as the damned yoke of Moscow was thrown off, rivers of milk would immediately flow along the jelly banks.

They didn't pour. The story of the industrial giant Tuvacobalt is very indicative in this regard. When most of the Russian specialists who worked there fled, the enterprise, which just yesterday was making waves throughout the country, simply stopped. Gradually it was taken away brick by brick, and today the skeleton of the former flagship of non-ferrous metals turns black as a monument to the unfulfilled ideas of separatism.

The frenzy of nationalism cost Tyva dearly. In a matter of months, both industry and Agriculture ordered to live long. Old enterprises collapsed, and, of course, no one created new ones.

The entire Tuvan economy of the 1990s was based solely on three pillars: trade in the remnants of former luxury (equipment and scrap metal), subsidies from the center, and drugs. At the same time, the turnover of the drug trade several times overlapped - and, by the way, still overlaps - the republican budget, because hemp grows here at every step.

Sherig-ool Oorzhak, the long-term master of Tuva, who ruled the republic since Soviet times, very skillfully played on these feelings. No, he, of course, was not a separatist, but at every convenient occasion he was sure to remind in high offices that only through his efforts could the republic be kept from upheaval.

As a reward for this, the Kremlin was ready to turn a blind eye to the complete collapse of the Tuvan economy and to the absolutism of Oorzhak, who squeezed out of power, as befits any prince, all potential competitors. The external calm of Tuva was generously paid for by budget transfers and various concessions.

Oorzhak, for example, adopted a constitution according to which the Republic of Tyva is a state (!) within Russia, and its residents have two citizenships at once. According to the constitution, Tuva is governed by a president elected by the population for two terms. However, when Oorzhak himself decided to be crowned for the third time, he easily changed the constitution, replacing the word “president” with “prime minister”.

Amazingly, all these norms, including the election of the head of the region, are still in effect here.

The current Tuvan Prime Minister Sholban Kara-ool tried, however, to bring the constitution into conformity with Russian legislation, but all his efforts were dashed against the wall of parliamentary resistance.

A war is raging today between the two branches of government in the republic; approximately the same as between the Kremlin and Supreme Council back in 1993. Everything that Kara-ool offers is automatically met with hostility.

Last summer, deputies successfully defeated government amendments to the budget, without forgetting to increase their own allowance. The attempt of the head of the republic to read out a message to the Great Khural ended in vain - the meeting was simply not allowed to convene.

All the deputies' complaints against the leader of the republic are actually explained by only one thing - the struggle for power, which the speaker of the legislative chamber Vasily Oyun has been waging in Tyva for many years. In order to weaken the position of Kara-ool, Oyun and his team are ready for any tricks.

For us, the worse, the better,” one of the opposition activists, deputy Sergei Safrin, bluntly told me.
Most recently, a group of 11 deputies led by Speaker Oyun sent a letter to Medvedev, Putin and Gryzlov, in which they subjected Kara-ool to severe criticism.

“During the year of work as chairman of the government of Tuva, he showed himself to be a suspicious person, unable to organize the work of the government properly and control political processes in the republic." And further: “That is why the situation in the republic... began to deteriorate again.”

In fact, according to all economic indicators, the situation during the year of Kara-ool’s operation not only did not worsen, but, on the contrary, improved: budget revenues increased by one and a half times. Financing of agriculture has increased 7 times. 20 new facilities were commissioned, including an airport, a hospital and several schools.

But in the fever of political passions, few people are interested absolute indicators; he's a bastard - that's the whole conversation.

The crisis of power in Tyva did not begin today or even yesterday. Even when Oorzhak ruled the republic, deputies also sent angry letters to Moscow, demanding that he be removed as soon as possible, because “during the fifteen years of S.D. Oorzhak’s permanent tenure as the highest official of the Republic of Tyva, there was an almost complete destruction of a sufficiently developed industrial, transport , agricultural structure, construction complex of the republic, a sharp decline in the standard of living of the population.” It is not difficult to guess that the signatories of this petition were the same deputies, led by Speaker Oyun, who are now branding the new government with disgrace.

The former livestock specialist Vasily Oyun owed his entire position to one person only - the first president of Tyva Oorzhak, to whom he is related through his wife.

In the early 1990s, Oorzhak made Oyun the head of one of the districts, then the first deputy prime minister. From the government - he delegated to parliament, literally forcibly seating Oyun in the speaker's chair (he was elected on the 13th attempt).

But it’s not without reason that they say: to get to know a person, you need to give him money and power. Vasily Oyun could not stand the test of copper pipes. Very soon he had a huge quarrel with his benefactor and decided to take his place, fortunately it was clear that no one would let Oorzhak serve a fourth term.

Oyun chose Sergei Mironov as his political “roof”; Tyva turned out to be one of the few regions where Mironov’s Party of Life, in principle, managed to enter the local parliament. Well, the number of votes received by the Russian Orthodox Church - 32% - became a record. The list of RPZh, as you might guess, was headed by Vasily Oyun.

Victory in the elections (this happened in 2006) brought Oyun the long-awaited opportunity to dictate his terms to the Kremlin. Taking into account single-mandate seats, he now controlled approximately half of the legislative chamber.

For six months, the parliament could not even meet for its first meeting: Oyun’s people simply did not go there, and in their absence there was no quorum.

Oyun blackmailed the center in the most banal way; in exchange for a quorum, he demanded the overthrow of Prime Minister Oorzhak and his own appointment in his place. However, Putin thought differently. A completely different candidate was nominated for the post of Tuvan head - the speaker of the parliament of the year before last, Sholban Kara-ool.

Only in April 2007 did the protracted crisis seem to be resolved. The parties reached a compromise: Oyun becomes speaker again, Kara-ool is confirmed as prime minister, and all committees in parliament are divided equally between United Russia (read: Kara-ool) and the Russian Orthodox Church (read: Oyun). These obligations were fully fulfilled, but even this seemed not enough to Oyun.

“He began to demand,” recalls Kara-ool, “that I give half of the posts in the government to his people. I actually nominated someone. (Several deputy prime ministers previously joined Oyun’s group. - OH.) But when Oyun wanted his wife to head the republican treasury, and a close relative to become the head of the tax inspectorate, it was already too much. In addition, Oyun tried to push his business issues through me - to give him certain enterprises, to provide his structures with construction contracts. I couldn't do this.

This is how another confrontation began in Tyva. (Oyun’s team was already running against United Russia in the elections to the city khural.) Oyun still had a blocking stake in parliament. This allowed him to block all the work of the new government; hiding behind, of course, lofty words about Kara-ool’s mistakes.

Although the reason, of course, is completely different: inspired by the victory over the previous regime, Oyun now hopes to destroy the new government.

Actually, opposition activists don’t really hide the fact that their main complaint against Kara-ool is that he did not give lucrative positions in the government to everyone. Oyun’s assistant, publisher of the newspaper “Risk” Sergei Konviz, told me, for example, how he was offered the position of Minister of Housing and Communal Services; but then, they say, they deceived me in a mean way. In revenge, he went to war against Kara-ool; For the sake of this, he even teamed up with Oyun, although just recently he showered him with all his might. The newspaper “Risk” did not call Oyun anything other than “Vasya - 10%”.

("Kara-ool is a worthless and weak ruler," says now the professional rebel Konviz; he once headed republican branchLiberal Russia“, they say, he even went to London to see Berezovsky, and in the most prominent place in his office is a diploma signed by the leader of the United Front, Garry Kasparov: third place in the opposition press competition.

But all this is just the visible part of the iceberg. Even if Vasily Oyun is a genius in political battles, his efforts alone are still not enough for a successful struggle.

Moreover, the Tuvan government openly declares: deputies who support Oyun receive a good monthly salary increase - from 200 thousand to half a million rubles.

This, of course, is not said openly,” testifies the head of the economic department of the Great Khural, Alexey Mongush, “but everyone here knows about it. Deputies even discuss among themselves why some are given more than others.

Where did Vasily Oyun get his money? After all, the RPZ election campaign was sensationally expensive for Tyva. According to the current Deputy Prime Minister of the Tuvan government Vasily Urban (by the way, he was also previously part of the Oyunov team), it cost at least 150 million rubles.

Some light was shed on the origin of these funds in the summer, when the prosecutor’s office received a statement from a certain Israeli citizen, Alexander Bigotsky, claiming that he sponsored the elections of the Russian Orthodox Church. As proof, Bigotsky even presented the agreements he had concluded with Oyun and other candidates for deputies of the Khural. These documents are also at my disposal.

To be honest, I am not new to election campaigns, but I have never seen such papers before. In essence, this is a classic version of a business contract. One side undertakes to give money for the elections. The other is to work them out. The agreement even provides for penalties; if, after winning, the deputy “rejects the obligations he has assumed,” he will have to return all the money back - plus a 200% penalty.
(For those who don’t know, Russian legislation categorically prohibits foreigners from financing elections at any level.)

This is by no means the only complaint of law enforcement agencies against Oyun. In July, the Tyva Investigative Committee opened a criminal case against him for abuse of office; at the direction of Oyun, the parliamentary KHOZU was illegally engaged in entrepreneurial activity- rented out premises and cars, sold their property; Of course, no taxes were paid.

In general, the business interests of the main Tuvan opposition leader are wide and endless. These include gas stations, livestock, agriculture, and other, less respectable ways of earning money, for which the Risk newspaper once branded him with disgrace.

General Director construction company“Ostov and Company” Valery Akberov told me, for example, that during the period while Oyun worked as Deputy Prime Minister for Economic Affairs, he personally handed over kickbacks to him from all contracts received; The known tax is 10%. However, all this money is just a drop in the bucket compared to the opportunities that are opening up in Tyva today. And the Israeli Bigotsky, against the background of today’s well-wishers, looks like just a beggar...

Recently, in the small 300 thousand population of Tyva, the interests of almost all the main oligarchs of the country have been present.

Oleg Deripaska intends to build the KaaKhemsky coal mine. Vladimir Potanin's structures acquired a license to develop copper-nickel deposits. A subsidiary of Evrazmetallgroup won the competition for the right to develop the Mezhegey coal deposit, paying an amount unprecedented even by Russian standards - 17 billion rubles.

But the Orthodox banker Sergei Pugachev took root most deeply in Tyva. Its structures are involved in the development of another coal deposit - Elegestskoye. They control the People's Bank of Tyva. Well, most importantly, Pugachev is a senator from the republic.

Pugachev himself flatly denies any talk about his connection with Oyun. Maybe that's true. But - an interesting detail.

In December last year, a certain Magnolia InterClub CJSC presented the Legislative Chamber with a brand new armored Mercedes 600 at a price of 22.8 million rubles. According to the terms of the agreement, this car should be used exclusively to service Oyun during his visits to Moscow.

Why does the Tuvan speaker need such luxury? And who drives around in an armored limousine with special license plate A 517 MP 97 and a flashing light in the absence of a speaker?

This, of course, does not prove anything yet, but it still gives reason for certain thoughts...

Stability in Tyva big business need not. As long as the branches of power continue to slap each other in the face, the oligarchs have the opportunity to buy up the region for next to nothing; Fishing is best done in muddy water.

It is significant that the Elegest coal deposit was once acquired by Pugachev structures for only 100 thousand dollars; although in terms of volume it is larger than even Mezhegeisky. (For the last one, let me remind you, EAM has already shelled out 17 billion rubles.)

Considering that soon he will come to Tyva Railway, and coal, nickel and copper are only becoming more expensive on the world market, the attractiveness of the republic is growing before our eyes. This means you should hurry; What costs a ruble today will cost a hundred tomorrow.

In this sense, the interests of the oligarchy and the local opposition completely coincide. They also coincide with the interests of the drug mafia, for which firm power means the loss of excess income (it is not surprising that local organized crime groups actively assisted in carrying out last elections on the side of the opposition, and the Tuvan “infantry” even bought ballots from the population). And for our neighbors, such a development of events is exclusively in the hands of our neighbors, because our “partners” have not yet abandoned their plans to launch mini-orange revolutions; practically a mononational republic, 1300 kilometers of border with Mongolia - a better testing ground for testing “orange” technologies cannot be found.

(By the way, they are already being successfully tested today. For any reason, the opposition drives crowded rallies to the government house, provoking the authorities to use force; one of these pickets was, for example, due to the alleged ban on Kara-ool... to celebrate Maslenitsa.)

The game being played today in Tyva is a very dangerous activity; fanning the flames of separatism is like playing with matches at a gas station.

By the way, something similar happened quite recently in another Russian region - the Stavropol Territory. The coincidences are amazing - right down to the smallest details.

There, too, there was a war between the legislative and executive branch; on one side - the governor, on the other - the mayor and speaker of the regional Duma, who came to power under the “roof” of “A Just Russia”.

The mayor and the speaker also wanted to overthrow the governor, for which they blocked all his actions; as in Tyva, the Duma was unable to begin work for six months. And they also exploited the nationalist theme quite successfully - Stavropol almost became the second Kondopoga. In May 2007, after the murder of two Russian students, spontaneously organized anti-Caucasian riots began in the city, rallies and gatherings flared everywhere, which miraculously did not end in pogroms.

The only official who dared to go out to the aggressive crowd was Mayor Kuzmin; only later, during a search, investigators will find Nazi symbols in his home, as well as an amazingly powerful document - a plan to destabilize the situation in the region. Playing the national card was almost the main point in it.

But in the end everything ended according to a completely different scenario. The Kremlin could no longer tolerate these outrages. (The last straw was the secret meetings of the opposition with the 2nd Secretary of the American Embassy (aha!), who specially came to Stavropol for this.)

An operational group of the Ministry of Internal Affairs was sent to the region. The speaker was imprisoned. The mayor, without waiting for arrest, fled abroad (he is now detained by the Austrian authorities and is awaiting extradition to Russia).

I had the opportunity to meet with the chairman of the Stavropol Duma, Andrei Utkin, after his arrest; he tore out his last hair and bitterly regretted that he had played too much; If I had known how it would end, I would never have gone into politics.

I think it would be very useful for Vasily Oyun to talk with his former colleague; This, however, is not so easy to do. Having received a suspended sentence of 2 years, Utkin immediately left the country.

The court's decision came into force, but after that the bailiffs began to have real problems. After all, you still need to get money from the slanderer. The material in Risk was published without a signature. Therefore, the editors of this media outlet must be called to account. But in the register of legal entities of Abakan, according to court materials, there is no information about the registration of the Risk-Transit newspaper. Its founder is Parus LLC, which means that it is he who must pay for the “slander” of his brainchild. The company is registered in Abakan on Bogdan Khmelnitsky Street in an apartment.
As stated in the minutes of the court hearing, it was recorded in the name of one of the owners of this very housing, a certain Yuri Snetkov, who shares the rights to the apartment with a gentleman who is a witness at the trial. It was he who told at the hearing of the administrative case that the living space is now rented out to third parties.
“There are no signs indicating the location of the Risk-Transit newspaper, Parus LLC, or other advertisements on the specified house or near it,” the court record says. It turns out that neither the founder nor the editors themselves are there. Another fiction?
Dozens of slandered
Why should the true owners of an opposition newspaper care about the feelings of a grieving mother when the algorithm of their actions is to spit, turn away and hide. Zoya Mongush, as mentioned earlier, is not the only one who has suffered from the slanderers, which has been proven more than once in court.
Among them is the head of Tuva Sholban Kara-ool, as well as ex-Prime Minister Sholban-ool Irgit. In November 2010, the Abakan City Court satisfied their claims for the protection of honor, dignity and business reputation against the Risk-Transit newspaper and ordered its founder, Parus LLC, to pay 300 and 30 thousand rubles in compensation, respectively.
In the publications of this media, in particular, it is stated that law enforcement agencies have sufficient evidence to bring Kara-ool to criminal liability, but the editors of the print publication could not confirm the reliability of this information.
Therefore, it is logical that the head of Tuva won the court case. After that, he ordered the transfer of 300 thousand rubles due to him in court to the children's department of the Republican Infectious Diseases Hospital as sponsorship. But as you might guess, the bailiffs were unable to obtain this amount from the fictitious legal entity.
The Invisible Founder
The money for the case won by the prime minister of the republic was never received by the medical institution. Zoya Mongush also did not receive compensation for moral damage. And these are not all the people from whom, thanks to various machinations, “Risk” escaped. The fact is that the founder of the newspaper Parus LLC was simply liquidated on February 8, 2011 (it is not clear how a legal entity with so many debts managed to do this).
According to the data provided to us by the government, in the period from December 1 to February 9, 2011, this media outlet generally had two founders - the ill-fated and elusive, like the Flying Dutchman, Parus and Asia Center LLC.
Further - more, now they are no longer trading “Risk-transit”, but “Risk-inform”, which was founded by Pereval LLC, registered somewhere in Minusinsk (apparently, in Abakan all the moves for the legal placement of “left-wing” companies have already blocked).
"Risk" is a ignoble business
A newspaper that positions itself as the main fighter for justice in the republic can easily spit on the soul of a mother who lost her son, can deprive sick children of money won by the head of Tuva in court and allocated for them, can denigrate everyone and everything.
It is difficult to name politicians, journalists, representatives of the cultural elite and other prominent figures of the republic who have not been slandered by this media. Facts, objectivity and evidence - these main criteria of journalism are not a priority for “Risk”. What is important here is the “cunning word”, for which you can sell your soul to the devil.
According to materials at the disposal of the weekly, the Department Federal service for supervision in the field of communications, information technology and mass communications in the Krasnoyarsk Territory conducts an unscheduled inspection of the newspaper Risk Transit. As they say, nothing lasts forever.
The media, which in its publications “shouts” that it is protecting the rights of the residents of the republic, should not hide from responsibility for the materials of its journalists and editors. In the situation with “Risk,” it turns out that articles in the newspaper are often fiction, its founder is also fictitious, and the struggle for justice can easily be called an imitation.
