After the end of the term of parliament

In 1983. He graduated from Barnaul school No. 42 and entered the Altai State University at the Faculty of History.

From 1985 to 1987(after completing his second year at ASU) served in the Signal Corps near Novosibirsk. Finished his service May 15, 1987 year with the rank of senior sergeant, platoon commander of a communications company. Was awarded a medal "For distinction in military service."

During his student years he leads an active social life, and by the end of the 80s becomes one of the founders of the democratic movement in Altai. Upon graduation from the university, he was invited to work at the department General history ASU.

In 1991year V.A. Ryzhkov was appointed secretary of the administration of the Altai Territory with the rank of deputy head of the regional administration. In this position, he was responsible for personnel policy, interaction with local governments, supervised the work of a number of social committees, interaction with political organizations and the media.

In December 1993. V.A. Ryzhkov was elected deputy of the State Duma of the Russian Federation of the first convocation. He worked as Deputy Chairman of the Committee on Federation Affairs and Regional Policy.

In December 1995. – V.A. Ryzhkov was elected as a deputy of the State Duma of the Russian Federation of the second convocation. In 1997, with the support of all factions, he was elected first deputy (first vice speaker) of the chairman of the State Duma of the Russian Federation.

In 1999. V.A. Ryzhkov is elected leader of the NDR faction.

December 19, 1999 G. V.A. Ryzhkov was elected as a deputy of the State Duma for the third time in the Barnaul electoral district No. 34.

In 1996 - 1997- Deputy Chairman of the Committee on Federation Affairs and Regional Policy, member of the tripartite commission (Government - Federation Council - State Duma) on budget policy.

December 7, 2003V.A. Ryzhkov was elected to the State Duma for the fourth time in the Barnaul district.

In 2000V.A. Ryzhkov defended his PhD thesis in St. Petersburg, Candidate of Historical Sciences. The topic of the dissertation is the history of formation political system Russia in the 1990s.

In 2005joined Political Council of the Republican Party, in 2006 was elected co-chairman of the now registered political party "RPR-PARNAS"

Currently a professor at the Higher School of Economics (Moscow), a political commentator for Novaya Gazeta, author and presenter of an analytical program on the radio station Ekho Moskvy, columnist for the newspaper The Moscow Times ", Chairman of the public movement "Choice of Russia". Author of the books “The Fourth Republic”, “Granted Democracy”, “Caution, History” (in 2 volumes, together with V. Dymarsky), many articles.

Professional interests: history, political science, regional policy, local government, foreign policy. Articles on history, legislation, political science and international relations are regularly published (Izvestia, Vedomosti, The Moscow Times, Novaya Gazeta). Editor of two annual international collections " Western Siberia: region, economics, investments”, “Altai Political Science Forum”, organizer of annual economic and political science forums in Altai.
