  • 07.08.2019

On April 17, the State Council of the Republic at its meeting approved the candidacy of First Deputy Prime Minister Alexei Pesoshin for the post of Chairman of the Government of the Republic of Tatarstan. The deputy corps expressed its opinion during open electronic voting. The candidacy of the new Prime Minister was nominated in accordance with the Constitution of Tatarstan by President Rustam Minnikhanov.

This issue became the highlight of the agenda. Before the start of the meeting, which was chaired by Chairman of the State Council Farid Mukhametshin, the candidate for this key post was discussed in all parliamentary committees. Legislators generally supported the proposal of the leader of the republic. President Rustam Minnikhanov, State Councilor of the Republic of Tatarstan Mintimer Shaimiev, Chairman of the Parliamentary Committee on Economics, Investment and Entrepreneurship Rafis Burganov, and head of the parliamentary faction of the Communist Party of the Russian Federation Hafiz Mirgalimov spoke out on the candidacy of Alexey Pesoshin.

Among the priority areas of the Government, Alexey Pesoshin named the growth of territories of priority economic development, including special economic zones and technology parks

The official approval procedure did not take much time. “Before announcing the candidacy of the new Prime Minister, I want to say a few words about the Prime Minister, who has completed his work. Ildar Shafkatovich Khalikov led the Government of the republic for seven years, worked closely with parliament, municipalities, federal structures and will now continue its activities in our republic. I believe that parliament needs to properly evaluate this work,” Rustam Minnikhanov said at the beginning of his speech, thanking Ildar Khalikov for his joint work.

“Alexey Valeryevich Pesoshin,” the President continued, “since 2014, he held the position of First Deputy Prime Minister and oversaw such important areas as ensuring rights and legitimate interests citizens in the housing sector, including housing and communal services, prevention and liquidation emergency situations, ensuring fire safety, led many commissions. I would like to note that during his work he showed himself to be an effective and competent leader, a thorough business executive and a professional.”

Rustam Minnikhanov emphasized that today the Government of the Republic is an effective administrative team, constructive interaction has been established among all branches of government, traditionally strong ties with the largest industrial enterprises and public structures. The republic faces serious challenges in implementing Strategy 2030, which has the status of law.

"The candidate I present to you has passed big way, worked in business structures, managed an enterprise, headed the district level, and the executive committee of the city of Kazan. Trust in him is very important for the further prosperity of Tatarstan on a large scale Greater Russia“, the President emphasized and asked to support the candidacy of Alexei Pesoshin.

Farid Mukhametshin recalled that according to the law, the candidate for the post of Prime Minister makes a policy statement, and deputies have the right to ask him questions.

“Thank you for your trust,” Alexey Pesoshin said from the parliamentary rostrum. – The bar has been set high on many issues of the republic’s development, in particular, we're talking about about improving the lives of Tatarstan residents. It is this approach that allows Tatarstan to be one of the leading regions of the country. Recently, the Government’s report was heard in this hall, and everyone present understands perfectly well the conditions in which the republic lives and what challenges we face.” The candidate for the position of Prime Minister recalled that by the end of the adopted “Strategy 2030” the volume of GRP should exceed 5 trillion rubles, significant growth is based on economic and social indicators.

Among priority areas Government Alexey Pesoshin called the growth of territories outstripping economic development, including special economic zones and technology parks. At the same time, it is necessary to pay special attention to the development of small and medium-sized businesses. The implementation of existing programs in the field of housing and communal services and construction, road infrastructure, support for agricultural producers, social support measures for the population, the “May Decrees” of the President of the Russian Federation, the construction and renovation of kindergartens and schools, and the modernization of the primary health care system requires constant attention.

Journalists inquired about the fate of the deputy mandate of the ex-chairman of the board of PJSC Tatfondbank Robert Musin, against whom a criminal case has been filed. As Farid Mukhametshin explained, Robert Musin’s membership in the United Russia party has been suspended for now.

State Councilor of the Republic of Tatarstan Mintimer Shaimiev expressed his wishes to the candidate: “Our Republic is large and complex, I would like the Prime Minister, with the support of the President, to be able to raise the authority of all members of the Government and municipal authorities to the proper level. Each of them must carry his suitcase as expected.”

A little later, at a traditional press conference with the Chairman of the State Council, media representatives asked Farid Mukhametshin to comment presidential election. As the head of the Tatarstan parliament noted, the “bench” of worthy candidates is quite large, but the leader of the republic was guided primarily by the factor of time. New Prime Minister must, without groping for control levers, engage in the performance of his duties. Alexey Pesoshin is due difficult tasks. Deputies, for example, expressed concern about economic security in the banking sector; in the housing sector, it is necessary to achieve interaction between homeowners associations and management companies. According to Farid Mukhametshin, the new Prime Minister will need some time to decide on the appropriate personnel changes in the Government. Then, as required by law, he will address his proposals to the President and the State Council.

The republic found a new prime minister this week. On Monday morning the candidacy was submitted to the State Council. It became known only at the last moment who would be proposed to parliamentarians. In the envelope is Alexey Pesoshin. Before this election, he served as acting head of government after Ildar Khalikov left the post. The candidacy did not come as a surprise. One way or another, on the sidelines, foreshadowing this parliamentary meeting, Pesoshin’s name was one of the first discussed. Experts are already calling him the most prepared person for this job. Ekaterina Sudareva will introduce the new head of the Cabinet of Ministers.

Who the president would submit to the State Council for consideration was a secret until the last moment. At 8 am, two hours before the decisive meeting, a package of documents was delivered to parliament. In the envelope is the name of Alexey Pesoshin. After consideration by the committees, the president personally introduces the candidate from the rostrum. Alexey Pesoshin is 53 years old, he is a third-generation Kazan resident. Pesoshin has a mathematical mindset, he is from the generation of so-called technocrats. Graduated from the Faculty of Mechanics and Mathematics of KSU. He devoted several years to science, was a researcher, worked at a gas equipment factory, and then even headed it. After 4 years, he went to work for one of the holding companies in the agricultural sector. Where he also reached the position of manager. I even have experience working in a management company. Perhaps this is the main trump card of the new prime minister. After all, many see one of the primary tasks for Alexey Pesoshin to be solving housing and communal services problems in the republic.

Hafiz Mirgalimov, dconfused State Council Republic of Tatarstan (CPRF)

This is a systematic person, you are right, Rustam Nurgaleevich, he went through all the steps from the bottom up. He is meticulous and will introduce new approaches to solving problems, primarily housing and communal services.

Since 2007, Alexey Pesoshin has been the head of the administration of the Sovetsky district of Kazan. Then he headed the capital's executive committee. Among other things, Alexey Pesoshin was responsible for the key last years events - the millennium of Kazan, the period of transport changes, the construction of interchanges, preparations for the Universiade, and, in fact, its holding. In 2014, Alexey Pesoshin went to new level- Republican. Having replaced the chair of the head of the executive committee with the post of Deputy Prime Minister of Tatarstan. At the 27th session of the State Council of Tatarstan, a new point was added to Alexey Valerievich’s track record - the Prime Minister of the Republic. Deputies supported Pesoshin’s candidacy with a simple majority. 1 vote against, 1 abstention. On the day when State Council deputies approved the candidacy of Alexei Pesoshin for the post of Prime Minister of Tatarstan, he had already held a number of meetings in new position. The position of first deputy prime minister is currently vacant.

State Council deputies managed to approve the candidacy for the post of new prime minister, discuss the fate of deputy Robert Musin and argue about rallies

An extraordinary event, according to Farid Mukhametshin, happened the day before in the Tatarstan parliament, where deputies appointed Alexei Pesoshin as the new prime minister of the republic. The candidacy was proposed by the President of the Republic, the proposal was supported by four committees of the State Council of the Republic of Tajikistan, and later at the session, 87 parliamentarians voted for it with one vote against and one abstention. The new head of government was outlined a wide range of tasks: from economic and banking security, work with the housing and communal services complex to increasing the authority of government members. Parliamentarians considered 41 issues regarding amendments to the Land Code of the Republic of Tatarstan, the Code of Administrative Offenses of the Republic of Tatarstan, as well as laws on major housing repairs, urban planning, transformation of the village of Kukmor into a city and others.

“We don’t have anything better yet”

The appointment of a new prime minister of Tatarstan became the main issue on the agenda of the 27th session of the State Council, which was called historic for this reason alone. The candidacy of Alexey Pesoshin for the post of head of government was proposed by the President of the Republic of Tatarstan. Four committees of the Tatarstan parliament supported the proposal.

At the parliamentary meeting itself, Rustam Minnikhanov first thanked former Prime Minister Ildar Khalikov for his seven-year work. Moving on to the presentation new candidate, the President noted important experience Pesoshin in such areas as housing and communal services, emergency prevention, fire safety and others.

I would like to note that during his work, Alexey Valerievich has established himself as an effective and competent leader, a thorough business executive and a professional,” said Rustam Minnikhanov. - Our candidate has come a long way, worked both in business structures and as the head of an enterprise, headed the district level, worked in the city, as the head of the city executive committee, in the government since 2014. We don’t have a better one yet, so I ask you to support the candidacy,” Rustam Minnikhanov addressed the parliamentarians.

“I will do my best to work as a team”

Alexey Pesoshin, who spoke next, thanked the president for his trust and support. He called the work of the prime minister a huge responsibility. According to him, a very high bar has been set for many indicators, and serious work remains to be done to ensure further sustainable development economy and improving the quality of life of every Tatarstan citizen. Only this approach will allow the republic to become one of the leading regions of the country, the candidate said.

Alexey Pesoshin thanked the president for his trust and support, and called the work of the prime minister a huge responsibility for himself

He noted that by 2030, the volume of GRP in Tatarstan should exceed 5 trillion rubles with a significant increase in economic and social indicators, including life expectancy. He said that the republic has a lot of work to do in terms of single-industry towns, and named the Innokam projects and the development of PSEDA in Naberezhnye Chelny, Nizhnekamsk and Zelenodolsk as growth points. Much attention, according to him, will have to be devoted to small and medium-sized businesses.

The current economic situation and emerging problems in this area require further measures to be taken to create a favorable business environment. Business support facilities already produce products in the amount of 8.5% of the total volume industrial production RT, - said Alexey Pesoshin.

The candidate for the post of prime minister also spoke about the need to work in such areas as major housing repairs, solving the problems of defrauded shareholders, liquidating dilapidated housing, developing road infrastructure, supporting agricultural producers, social support, implementing Vladimir Putin’s May decrees, building and repairing kindergartens and schools, modernizing the system healthcare, etc.

In conclusion, I would like to assure that, for my part, I am ready to make every effort to work as a team together with my colleagues in the government, with the deputy corps and municipalities for the effective and coordinated implementation of the tasks that the President of the Republic sets for us to achieve the well-being of our people - Pesoshin summed up.

Shaimiev: “We need to raise the authority of all members of the government to the proper level”

Deputies of the State Council of the Republic of Tajikistan also spoke out in support of the candidate. Thus, Rafis Burganov said that he has known his colleague for 20 years: “Working hand in hand with him in different guises, both his and mine, I want to say that this is a person who has gone through all the economic structures - those that are fundamental for the population both cities and republics."

The representative of the Communist Party of the Russian Federation added on his own behalf that new candidate to the post of Prime Minister - a systematic man, he has gone through all the career ladders: “He is an engineer, a mathematician, a candidate of sciences - this is very good. I think that with his arrival as prime minister, the housing and communal services mechanism will probably be reviewed in more detail and scrupulously,” noted Hafiz Mirgalimov. As for the former prime minister, the representative of the Communist Party faction added that he should not shy away from solving the problem with Tatfondbank, but continue to work on it together with the government.

Mintimer Shaimiev called the appointment of a new prime minister an important landmark event in the life of the republic. The State Advisor of the Republic of Tatarstan recalled that, according to the Constitution of the Republic of Tajikistan, the government is an executive and administrative body of power.

The republic is large, complex both in terms of economic structure and in terms of national composition- the whole range of questions, they are all fateful. It is necessary to raise the authority of all members of the government to the proper level, both in reporting and in the clear performance of administrative functions by bodies local authorities- it is very important! The scale is huge! Everyone should carry their suitcase as expected. And this will be the biggest contribution to the future development of our republic,” Mintimer Shaimiev set the task.

By means of an open vote, 87 votes were given for the confirmation of Alexey Pesoshin to the post of Prime Minister, one “against” and one “abstained”. Congratulating the new head of government, the Chairman of the State Council of the Republic of Tatarstan noted that three prime ministers who worked in different time: Rustam Minnikhanov, Farid Mukhametshin and Alexey Pesoshin.

“Today the most prepared is Pesoshin”

President of the Republic of Tatarstan Rustam Minnikhanov commented on the appointment of a new Prime Minister of the Republic of Tatarstan. Ilshat Aminov, general director of TNV and co-founder of Realnoe Vremya, asked the head of the republic: “Today you proposed Alexei Pesoshin for the post of prime minister and the deputies supported your proposal. What was the reason for your choice?

Pesoshin is a man who worked at an industrial enterprise, headed a large municipality of the capital, worked as a manager executive committee our capital, has been working as first deputy prime minister for three years, candidate of physical and mathematical sciences,” Minnikhanov named the arguments in favor of the elected candidacy. - What else is needed? This is a very prepared person, efficient, non-conflict, hardworking, athlete. Therefore, I am sure that such a candidate is worthy (of the position) of the Prime Minister of the Republic of Tatarstan. We have quite a lot of trained people, but today the most prepared is Pesoshin.

“Pesoshin is a very prepared person, efficient, non-conflict, hardworking, athlete,” Rustam Minnikhanov described the new prime minister

The President also commented on the circumstances of Ildar Khalikov’s resignation from the post of head of the republican Cabinet.

Unfortunately, our respected Ildar Shafkatovich Khalikov, who worked with me for seven years as prime minister (and before that we worked: I was in the government, he was the head of the city of Naberezhnye Chelny) made this decision. It's his decision. In fact, he is a man who went through a corporate upbringing. He wants to be at the chores. I am sure that this person will bring a lot of benefit to the economy of the republic, our country, because such specialists are very much needed. We agreed with his decision.

An extraordinary decision of the Tatarstan parliament

Farid Mukhametshin called the 27th meeting of the State Council of the Republic of Tatarstan historic: “Because the appointment of a prime minister by the parliament of the republic is an extraordinary event.” The deputies, according to him, unanimously supported the appointment of Alexey Pesoshin to the post of head of the Tatarstan government.

I believe that this is a trained person, he went along with Khalikov and current president this school. He has already been working as First Deputy Prime Minister for more than three years. The most important thing is that he is responsible, quite competent and will not waste time studying the situation, the situation, groping for all the levers of managing ministries and departments, says Farid Mukhametshin.

The head of parliament named the priority tasks of the new prime minister as those related to the economic situation in the republic, Strategy 2030, and, taking into account the previous experience of Alexey Pesoshin, the housing and communal services sector of the Republic of Tatarstan. “This is one of the most resonant cases associated with every person, when receipts arrive with exceeded payment requirements for heat, light, etc.” - noted Mukhametshin. Hence the task for the new head of government is to optimize the work of HOAs and management companies.

Another direction in the work of the Prime Minister, according to the Chairman of the State Council of the Republic of Tatarstan, should be the security of the economic and banking sphere.

Not just because this happened in Tatarstan, in Russia as a whole you see dozens of commercial banks at the regional level going bankrupt and closing. People are suffering, investors are suffering: individuals, legal entities, and small and medium-sized businesses. This worries us very much. Deputies expressed this concern to Alexey Pesoshin today. We will help him,” Farid Mukhametshin emphasized.

Farid Mukhametshin called the 27th meeting of the State Council of the Republic of Tatarstan historic

Musin is deprived of party membership, but not his deputy mandate

Chairman of the State Council of the Republic of Tatarstan Farid Mukhametshin also commented on the preservation of the deputy mandate of the head of Tatfondbank, Robert Musin.

On the website of the Tatarstan parliament, the head of the TFB is still listed as a member of the party " United Russia", member of the United Russia faction in the State Council of the Republic of Tatarstan, member of the State Council of the Republic of Tatarstan Committee on Budget, Taxes and Finance.

As for Robert Musin, our deputy of the State Council of the Republic of Tatarstan. Yes, a criminal case has been opened. In accordance with the Constitution and the law on parliamentarians, firstly, according to the party charter, he is a member of United Russia and his membership has been suspended. And deputyship cannot be revoked until there is a court verdict. Whether he is guilty or not, we cannot deprive him of his deputy mandate ahead of time,” said Farid Mukhametshin.

According to him, an exception could be Musin’s voluntary decision to surrender his deputy’s mandate. For now, we just have to wait for the trial to end.

And only by a court decision can a person be considered guilty. And if the court’s decision comes into force, of course, his deputy mandate will be removed,” the head of the Tatarstan parliament emphasized.

Tatarstan budget revenues will increase by 1 billion

From congratulations on the appointment of the Prime Minister, the deputies moved on to the main agenda. The revenue side of the budget for 2017 increased by more than 1 billion rubles. This decision was made by parliamentarians who approved in the first reading a bill amending the republican law on the budget for 2017 and for the planning period of 2018 and 2019.

In accordance with the norms of the Budget Code of the Republic of Tatarstan, the bill provides for an increase in the revenue and expenditure side of the republic’s budget by 1,011.1 million rubles, aimed at partial compensation of additional costs for increasing wages for public sector workers, by increasing subsidies from the federal budget, the chairman noted Committee on Budget, Taxes and Finance Leonid Yakunin.

From congratulations on the appointment of the Prime Minister, the deputies moved on to the main agenda

Another change - in order to implement the leasing mechanism for small businesses, parliamentarians agreed to reflect in the budget of the republic the fulfillment of expenditure obligations to make contributions to authorized capital newly created regional leasing company. On this condition federal budget will send 1.5 billion rubles to the republic for the company’s authorized capital. President of the Republic of Tatarstan Rustam Minnikhanov said that this year these federal funds could provide good support for the development of small businesses.

Two regions get this opportunity. This is not a fact yet, but we have a great chance. 500 million that we will allocate, we have the opportunity to receive 1.5 billion rubles. Of course, as part of those events in the banking industry, many small businesses are in dire straits today. Us and ours leasing companies recapitalized. Today we sent 1 billion rubles there. 500 million rubles will give us the opportunity to create a fund for another 2 billion rubles. This will be serious support in general for the development of small businesses,” the president emphasized.

Will the amendments tighten the law on rallies?

The question of changes to the law “On ensuring conditions for the exercise of the rights of citizens to hold meetings, rallies, demonstrations, processions and pickets in the Republic of Tatarstan” caused a heated discussion among deputies of the State Council. The authors of the amendments proposed creating a single unified form for submitting notifications about public events.

According to Deputy Chairman of the Law and Order Committee Rafil Nugumanov, the amendments are aimed primarily at the safety of citizens. “Terrorism, both in Russia and in the world, is advancing by leaps and bounds. The procedure for public meetings is established by the constituent entity of Russia,” the speaker explained.

According to Rafil Nugumanov, the amendments are aimed primarily at the safety of citizens

In particular, as stated in the explanatory note to the bill, the practice of applying the current legislation in the republic has shown the need for more clear regulation of the procedure for submitting a notification about a public event and the compliance of this event with the purpose, form and other conditions of holding a public event stated in the notification. “The proposed changes have been prepared for the purpose of making it easier for organizers of public events to apply the law; they contain borrowings from federal regulations, as well as detailing the requirements specified in the notification of a public event. So, for example, for prompt interaction between the organizer of a public event and the authorized government body, it is proposed to indicate the number in the notification mobile phone and address Email event organizer.

However, Artem Prokofiev, a member of the Communist Party faction who spoke after Nugumanov, called these changes an attempt to tighten the law on rallies.

Instead of easing, we see tightening. We saw that people were expressing displeasure. These are defrauded bank depositors, truckers, people from dilapidated housing, and opponents of the waste incineration plant and increases in housing and communal services tariffs. But instead open solution of the accumulated problems, I see an attempt to solve the consequences, not the causes,” Prokofiev said.

In his opinion, the law cannot be adopted in this form, since it will block people’s access to holding processions in major cities republic and will limit their right to participate in rallies.

Deputy of the State Council of the Republic of Tatarstan Yuri Kamaltynov, in turn, did not agree with this point of view. According to him, people going to rallies only require maintaining order.

Now it doesn’t matter where the event is taking place, there will be a unified application form. It does not change either the spirit or the meaning of the law that is currently in effect. On the contrary, this will make life easier for the protesters, because no one will be able to demand anything from them anymore, Kamaltynov believes.

Irek Fayzullin reported on clarifying the list of overhaul works in apartment buildings

From food security to new renovations

Parliamentarians also decided to extend the deadline for introducing amendments to the draft law of the Republic of Tatarstan “On Food Security of the Republic of Tatarstan”, and also clarified the procedure for approving urban planning documentation in order to bring the Tatarstan law into compliance with the federal one.

Also at the session of the State Council, deputies expanded the list of works on major repairs in apartment buildings, having adopted the corresponding bill in the first reading in general. The Minister of Construction, Architecture and Housing and Communal Services Irek Faizullin reported on the subject of the amendments.

In particular, the list of overhaul works included: installation, repair or replacement of individual heating units (IHP) and pumping units; repair and strengthening of load-bearing walls, floor slabs, balcony and other slabs, load-bearing columns and enclosing load-bearing structures; repair of other premises in an apartment building that do not belong to individual owners and are intended to meet the social and everyday needs of the owners of premises in an apartment building.

According to parliamentarians, the additional type of work will not entail an increase in the citizen contribution for major repairs.

Roman Shaikhutdinov about electronic services

At the end of the session, the Minister of Information and Communications of the Republic of Tatarstan Roman Shaikhutdinov reported to the deputies on how the work on transferring to electronic view state and municipal services. According to him, Tatarstan has a convenient electronic infrastructure consisting of four elements: a portal, a network of infomats, a mobile application and a 24-hour call center.

The portal provides about 240 services, more than 1 million 900 thousand are registered here personal accounts, there are 410 infomats in the republic, and mobile app Tatarstan residents downloaded it more than 302 thousand times. In the first quarter of the year, the population received more than 28 million services electronically, an increase of 47% compared to the same period last year. The most popular services are an electronic diary and making an appointment with a doctor. There is also a growing demand for filing electronic applications for compensation of parental fees for kindergarten; electronic payments have increased by 4 billion rubles. Most often, people pay for housing and communal services, kindergartens, school meals and electricity.

Roman Shaikhutdinov reported to deputies on how the work on transferring state and municipal services to electronic form is progressing

Some deputies had questions for the speaker. In particular, Albert Khabibullin pointed out the problems of unstable cellular communications in some areas of the republic. In turn, the minister replied that operators are developing three network standards that operate in the second, third and fourth generation.

We are seeing a trend where operators often dismantle the radio antenna complexes that are least profitable in terms of profitability, allowing for connection, and move them to areas with the highest traffic density, these are mainly urban settlements. The routes between cities have become much poorer in terms of communication quality. Last November, we traveled 8 thousand kilometers across the republic using special vehicles and measured all federal and regional routes. The rating based on the results of this event is on the portal of the Russian Ministry of Communications, noted Roman Shaikhutdinov.

According to him, the existing methodology does not meet the realities, so the Tatarstan ministry has submitted corresponding proposals to its federal colleagues, so that the issue of unstable communication is being resolved with the involvement of Roskomnadzor and the radio frequency center. In addition, complain about this problem available on the People's Control portal.

Rimma Ratnikova proposed increasing funding for teaching computer literacy to older people. Roman Shaikhutdinov responded that he had submitted this proposal to the Pension Fund.

Today, the State Council of the Republic of Tatarstan supported Rustam Minnikhanov’s proposal to appoint Alexey Pesoshin as Prime Minister of Tatarstan, who performed these duties after the resignation of Ildar Khalikov April 3. 87 deputies voted for the appointment, one abstained, and one was against. According to Vechernyaya Kazan, these two could be the head of the Communist Party faction, Hafiz Mirgalimov, and a member of this faction, Artem Prokofiev.

RUSSIAN, COMPETENT, EFFECTIVE

The intrigue regarding the identity of the new prime minister officially ceased to exist an hour before the start of the State Council session. Initially, the only candidate, Alexei Pesoshin, was presented at a joint meeting of four parliamentary committees (on state construction, budget, economics and environmental management) by the head of the presidential staff, Asgat Safarov.

He recalled the main stages of Mr. Pesoshin’s career: the housing and communal services sector of the Sovetsky district of Kazan, director of the Kazan gas equipment plant, the Zolotoy Kolos agricultural holding (in this brainchild of Robert Musin and Rinat Gubaidullin, he was deputy general director), under Mayor Ilsur Metshin - head of the Sovetsky district , and then - head of the executive committee of Kazan. Since 2014, Alexey Pesoshin has served as First Deputy Prime Minister of the Republic of Tatarstan. Asgat Safarov outlined the candidate’s information as follows:

Russian. Candidate of Physical and Mathematical Sciences. Competent, effective business executive, manager.

The opinion of the deputies turned out to be heterogeneous. “Support!” - some demanded. Others put forward an alternative proposal: “Full support!” At this point the discussion was stopped - we moved on to parting words.

Vice Speaker Yuri Kamaltynov recalled that the Tatarstan “United Russia”, during several election campaigns received more than 8 thousand orders from the residents of the republic and the president even instructed the government to somehow implement them... But the authors of the orders complain that the implementation process is going so-so. “And we only have three years left!” - Mr. Kamaltynov summed up as the head of the United Russia parliamentary faction, obviously meaning that at the next elections they will have to meet with voters and they can remember these unfulfilled orders of the ruling party...

Secretary of the State Council Liliya Mavrina asked that new prime minister did not forget about the poor: “In other regions, housing is provided for social rent! But our queue of thousands is not moving.”

“The Communist Party faction, Mirgalimov,” the next deputy introduced himself and began his parting words, but was immediately interrupted by the head of the State Construction Committee, Albert Khabibullin. He stated that Hafiz Mirgalimov should not mention his party and factional affiliation.

A representative of United Russia can do it, but I can’t?! - Mirgalimov was indignant.
- But he didn’t introduce himself as “United Russia”! - Khabibullin retorted.
- Well then, I’ll ask my question at the session! - the communist promised menacingly and left the hall...

Then Asgat Safarov introduced Alexey Pesoshin at a joint meeting of the committees on social policy, legality and culture:

Candidate of Physical and Mathematical Sciences, energetic, effective, strong-willed manager, specialist and leader...

One could be convinced that the image of the future prime minister was acquiring new positive qualities not even by the hour, but by the minute. In particular, in the 15 minutes between the first and second presentations, the candidate’s will and energy increased. But during this time he lost his national identity: for the second time Safarov (perhaps having received additional advice) no longer began to say that Pesoshin was Russian...

What tasks are assigned to you? - Deputy Ilshat Aminov decided not to waste time on private issues.

Win! - Alexey Pesoshin responded accordingly.

WE SAID FAREWELL TO KHALIKOV IN ABSENTIA

At the session, Rustam Minnikhanov was immediately given the floor.
“Before announcing the candidacy of the new prime minister, I want to say a few words about the prime minister who has completed his work,” he began. - Ildar Shavkatovich Khalikov led the government for seven years, worked closely with parliament, with district and city administrations, and with federal structures. And at his request he switched to chores. I believe that parliament should properly evaluate his work...

And after a short, but still perceptible pause, he explained exactly how this work should be assessed:

With applause.

The audience clapped with some relief. Still, this laconic enumeration of the functional responsibilities of the head of government, instead of at least ritual gratitude for the work from the mouth of the president, told the deputies, wise with managerial experience, a lot, if not everything. As well as the absence of Ildar Khalikov himself in the hall...

Everyone was waiting to see what words the president would use to describe the future prime minister.

Rustam Minnikhanov recalled that, while holding the position of First Deputy Prime Minister of the Republic of Tatarstan, Alexey Pesoshin “oversaw such important questions, as ensuring the rights and legitimate interests of citizens in the housing sector, preventing and eliminating emergency situations,” and during the absence of the Prime Minister, he performed his duties, establishing himself “as an effective and competent leader, a thorough business executive and a professional.”

Our candidate also worked as the head of the city’s executive committee: the capital is a huge experience... - Minnikhanov noted. And he ended with the unexpected: “Well, we don’t have a better one yet.”

And from the tone of this statement it seemed that the president regretted the absence best option the head of his government than an ally of the mayor of Kazan...

Having received the floor, Alexey Pesoshin spoke about the goals of the Development Strategy of Tatarstan (general prosperity, of course), modern “challenges” (a fashionable word) and promised to meet these challenges. Those. reproduced in the memory of the listeners the past performances of Ildar Khalikov.

After the head of the Economics Committee, Rafis Burganov (who sympathized with the future prime minister about the need to continue working with the problem of defrauded shareholders), Hafiz Mirgalimov came to the microphone. As soon as he stood behind the podium and tried to speak, the microphone began to go off... The journalists perked up in anticipation of an imminent thunderstorm.

However, in the hour that has passed since the moment when the head of the Communist Party faction was so rudely and unjustifiably interrupted while trying to speak out, he left the committee meeting in anger, promising to take his toll big hall, something happened. And Hafiz Mirgalimov’s speech turned out to be completely peaceful. He only expressed regret about the absence of Ildar Khalikov at the session, and suggested that the future prime minister organize a commission on housing and communal services with the participation of representatives of the Communist Party of the Russian Federation and take care of improving the quality of life of the people. And he called on “the Tatfondbank problem to be brought to its logical conclusion.”

They looked at him in surprise. Still, there was a feeling that this problem had quite time to reach its logical conclusion even during the premiership of Ildar Khalikov...

Farid Mukhametshin proposed moving to voting, the deputies were almost raising their fingers over the buttons... But it turned out that State Advisor Mintimer Shaimiev intends to first give everyone important state advice.

According to Article 99 of the Constitution of our republic, the government is the Cabinet of Ministers of the Republic of Tatarstan,” he said. - Cabinet of Ministers of the Republic of Tatarstan - the government of the Republic of Tajikistan is an executive and administrative body state power republics...

And he read in detail who the government consists of (it turned out there was nothing unexpected: the prime minister, his deputies, ministers, etc.), and the audience wondered in bewilderment what all this was for... Shaimiev finished on his own:

The republic is large, complex - the structure of the economy, and in terms of the national composition... I would like that from the first steps the chairman of the government, with the support of the president of the republic, would raise the authority of all members of the government, both reporting, and the execution of administrative functions of government bodies... Everyone should carry their suitcase like this , as it should be!

Thank you, Mintimer Sharipovich! - Mukhametshin said with feeling (incomprehensible).

According to the proposal voiced by Albert Khabibullin, voting on the candidacy of the prime minister took place in an open mode. According to Tatarstan legislation, this is possible, but priority in this case still goes to secret voting (with this method, data on who voted how is not entered into the memory of the electronic system). It seems that someone decided that, under all the current circumstances, the appointment of a prime minister would not be harmed by an additional disciplinary influence on the expression of the will of deputies...

As a result, only two of the 89 deputies present did not vote for the candidacy of Alexei Pesoshin. Now there is a new prime minister in Tatarstan.
