Igor Anatolyevich Komarov was born in the city of Engels, Saratov region. He pulled out his lucky ticket when he managed to enter the Faculty of Economics of Moscow State University, where he actually studied among the future financial elite. His close friends were Sergei Aleksashenko and Irina Yasina. After the collapse of the Soviet Union, Yasina's father, a prominent economic figure and one of the active supporters of reforms, took a serious position in the offices of the new government. As a result, Igor Komarov, at his instigation, ended up at Inkombank, where he worked for almost six years and rose to the rank of chief accountant and first vice president.

In the mid-1990s, Aleksashenko was appointed first deputy chairman of the Central Bank, and Irina Yasina headed the public relations department in this institution. Under the direct eye of Sergei Vladimirovich, the market for government short-term bonds (GKOs) began to form, and it was during this period that Inkombank was noticed in speculation in this market. And since among the depositors of this bank there were also foreign citizens, around the same years, American law enforcement agencies began an investigation into facts of fraud on the part of the bank’s top management, which, of course, included Igor Komarov.

The unstable GKO market became one of the main reasons for the default of 1998, as a result of which, ironically, Inkombank itself ceased to exist. When the struggle for the legacy of the bankrupt credit institution began, Igor Komarov and a number of financiers went to the National Reserve Bank (NRB), which was preparing to sanitize Inkombank and hoped to receive a loan from the Central Bank for this. However, Igor Anatolyevich Komarov could no longer count on his connections with the Central Bank, since after the default its board was completely changed, so the NRB never received the long-awaited loan and abandoned its plans.

After this, Igor Komarov, according to some information, supported the oligarch Mikhail Prokhorov, who headed Rosbank, which was claiming the right to carry out the bankruptcy of Inkombank. Igor Komarov himself soon moved to Sberbank. He was invited there under the patronage of the same Aleksashenko, who for a long time held the post of first deputy chairman of the Supervisory Board of Sberbank.

However, soon Prokhorov, who at that time headed MMC Norilsk Nickel, needed a competent specialist capable of resolving issues in the interests of his patrons. Prokhorov invited Igor Komarov to the position of his deputy in order to transfer to him the financial policy of the company. Before this, these issues were the responsibility of his other deputy, Dmitry Zelenin, who was considered a protege of Norilsk Nickel co-owner Vladimir Potanin.

Prokhorov had serious disagreements with Zelenin, and he managed not only to win over the main functionality to Igor Komarov’s side, but also, over time, to completely survive Potanin’s creature from the company. Zelenin’s patrons then, as compensation, agreed on his candidacy for the post of governor of the Tver region. The head of Norilsk Nickel was so pleased with Igor Anatolyevich Komarov that he made him one of his closest associates. In those years, they could be observed in the same company, not only in their offices, but also during their joint recreation. It was Igor Komarov who was captured next to the oligarch in a scandalous photograph from Courchevel, when a whole plane of escort girls was booked for the party.

At the end of the 2000s, the state corporation Rostekhnologii was formed in the country, which became a major customer of raw materials from Norilsk Nickel. At the same time, the general director of the corporation began to have plans for a blocking stake in the company. To do this, he not only tried to get on the board of directors of the metallurgical corporation through VEB, which had a quota for one seat, but also established contact with Igor Anatolyevich Komarov, who, due to his duty, was in close contact with the management of Russian Technologies.

Chemezov’s plans were not destined to come true, but he lured a top manager from Norilsk Nickel to become his adviser. Igor Komarov held this position for about a year, until Chemezov had plans to take the Togliatti AvtoVAZ under his influence. Initially, Igor Komarov was introduced into the automobile concern as vice president for strategy, finance, economics and corporate governance, and then headed the enterprise altogether. Moreover, he came in during the crisis years, when AvtoVAZ regularly had conflicts with suppliers, to whom the plant offered the company’s bills of exchange instead of paying them. All this led to the fact that the conveyor stood idle for months.

Igor Komarov came with an anti-crisis plan and demanded carte blanche for personnel policy. During the first year, nine company vice presidents left the company. Igor Anatolyevich Komarov replaced them mainly with people from Norilsk Nickel. In particular, Oleg Lobanov, deputy director of the metallurgical company for economics and finance, and another native of the Norilsk enterprise, Grigory Khvorostyanov, came to key positions. Naturally, the new managers had a conflict with the “old guard” of the plant. Some AvtoVAZ old-timers, when leaving, gathered a work team in the hope of finding support from their colleagues. The new top managers had to not only bring the enterprise out of its difficult situation, but also monitor the expenditure of budget funds in the amount of 25 billion rubles allocated by the government to support the plant. However, the remaining representatives of the old team began to do their best to prevent their colleagues from accessing this money. In addition, Igor Komarov quickly found enemies outside, unsuccessfully trying to absorb IzhAvto’s competitors, as a result of which the Izhevsk plant refused to supply components to AvtoVAZ.

And yet, Igor Anatolyevich Komarov successfully coped with some tasks, primarily those that directly related to his patrons. In particular, AvtoVAZ signed a major contract with a certain company “Kate”, which supplies automatic transmissions. The contract was signed even though the gearbox production plant had not yet been completed. The secret of the automobile concern’s predisposition to “Katya” lay in the founders of the company, 70% of the shares of which belonged to Sergei Chemezov’s wife, Ekaterina Ignatova.

Igor Anatolyevich Komarov partially managed to reverse the situation at the plant. Under him, the first domestic car with an automatic transmission, the Lada Granta, a car on the Lada Largus alliance platform, and the new Lada Kalina were launched onto the market. In addition, production of Nissan Almera was launched in Tolyatti. Within a year of Igor Komarov’s work, car sales increased from 350 thousand to 550 thousand units. This was facilitated by the old car recycling program, which allowed the buyer of a Lada to receive a discount on a new car.

In 2011, the plant sold 578 thousand cars, revenue increased by 27.6%, and profit amounted to 3.1 billion rubles. However, experts argued that this profit was so-called “paper” and was obtained in the accounting reports as a result of state support for the enterprise. Since the debt repayment period was constantly extended and was eventually postponed to 2032, the plant, relieved of the burden of interest on this loan, according to financial reporting standards, recorded this money as profit.

Over time, the head of the city's largest enterprise gradually became not only a technocratic, but also a political figure. When Mikhail Prokhorov headed the Right Cause party in 2011, rumors appeared in the public space that Igor Komarov could become his supporter. These conversations fueled the oligarch's plans to create the Yo-mobile car, while AvtoVAZ could provide an industrial base for this project. And in 2012, Sergei Andreev, a member of Prokhorov’s party, became the mayor of Togliatti. Thus, the Andreev-Komarov combination could seriously influence the layout of elections at various levels. In addition, Andreev enjoyed the support of the ex-vice-governor, who became the chief federal inspector for the Samara region, Alexei Bendusov, and State Duma deputy Alexander Khinshtein.

Igor Anatolyevich Komarov himself, on the eve of the elections to the Togliatti Duma, did not at all strive to get into Prokhorov’s party, but was going to head the Samara regional division of the All-Russian Popular Front (ONF). Thus, under the ONF brand, Igor Komarov and Andreev could try to get deputies loyal to themselves into the city parliament. In addition, precinct and territorial election commissions began to consist mostly of AvtoVAZ members.

However, the ONF was considered a zone of influence by the governor of the Samara region, who saw the director of the automobile plant as a potential threat. Merkushkin at that time had just come to the region from Mordovia and immediately began to bend the local elite to his favor.

Therefore, in the Saratov region they were already thinking about supporting an alternative candidate. In turn, for Igor Anatolyevich Komarov, the question of finding a new position arose after Chemezov gave a controlling stake in AvtoVAZ to the French company Renault-Nissan, whose representatives began to insist on changing the management of the plant.

However, Chemezov found another career continuation for his protégé. Thanks to his serious influence in the space industry, in which many enterprises cooperate with Rostec, he managed to lobby for the appointment of Igor Komarov to the position of deputy head of Roscosmos. At this time, after a series of failures in this industry, a whole reform was launched.

In 2014, the United Rocket and Space Corporation (URSC) was separated from the system, which was to act as the main contractor of the Federal Space Agency. Igor Komarov headed the ORKK, but a year after that he moved to the position of head of the Federal Agency itself and initiated the reverse process of merging the two structures into one.

As in the case of AvtoVAZ, they tried to make Igor Anatolyevich Komarov an anti-crisis leader and simply the savior of the entire industry. However, the problems of “Russian space” have not gone away. No sooner had Igor Komarov taken the helm of the corporation than, due to problems with the booster, it was not possible to properly launch the Kanopus-ST satellite into orbit. The satellite was lost and exploded in the dense layers of the atmosphere. Later, Roscosmos found itself with more than seventy defective engines produced at the Voronezh Mechanical Plant.

You can also recall the unsuccessful rocket launch, which was the first in the history of the new Vostochny cosmodrome. But then the rocket was launched, at least on the second attempt. But a year later, when the second rocket was launched from Vostochny, the Meteor-M satellite was never launched into orbit. At the same time, a conflict emerged between the leadership of Roscosmos and the then Deputy Prime Minister in charge of the space industry, which had been latent for a long time. Igor Anatolyevich Komarov refuted Rogozin’s conclusions about the causes of the emergency situation, and the Deputy Prime Minister in response criticized the management decisions of the state corporation’s management and the quality control system at its enterprises. As a result, in December 2017, Prime Minister Dmitry Medvedev received from his deputy a devastating report on the state of affairs in the industry, putting a resolution on it asking for organizational and personnel measures to be taken against those responsible.

After this incident, rumors spread that Igor Komarov might leave Roscosmos and head the Voronezh region instead of Alexei Gordeev. However, drastic personnel changes did not immediately follow. But Rogozin, himself in limbo, since after the presidential elections he risked leaving the Government, made another attempt. At the very beginning of 2018, he prepared a new report in which he proposed his candidacy as a replacement for Igor Komarov. This time he received approval from both the Prime Minister and the President himself, and began to assemble a team of specialists who left Roscosmos under Komarov.

To top it all off, rumors appeared that Igor Komarov, together with Chemezov, could withdraw money from Fondservisbank, which is associated with Roscosmos. Employees of the Ministry of Internal Affairs had previously suspected the bank of withdrawing 100 billion rubles abroad. In 2015, when Igor Komarov came to Roscosmos, a temporary administration was introduced at the bank, and 66 billion rubles were allocated for its reorganization. At the same time, another 47 billion rubles were previously stuck in Fondservisbank, which were invested in various shareholder projects. As a result, full control over the bank then passed from Roscosmos to Novikombank. And when Igor Anatolyevich Komarov left the state corporation, Fondservisbank was returned under its wing, but without money for reorganization and in a sadder state.

Igor Anatolyevich Komarov, being a “chick” of the “liberal nest,” managed to run under the wing of the head of Rostec, Sergei Chemezov, who is attributed to the “siloviki” camp. And if earlier he held senior positions in large banks and Norilsk Nickel, then still owned by oligarch Mikhail Prokhorov, then thanks to Chemezov he found himself at the head of first AvtoVAZ and then Roscosmos. This demand for Igor Komarov is explained by his ability to adapt to the specific tasks of his patrons. And, despite the fact that Igor Anatolyevich Komarov always left dark spots behind him, today he again received a work offer, this time to head the embassy in the Volga Federal District.
