Who is required to submit statistical reports to Rosstat

General procedure for organizing statistical accounting, conducting federal statistical observations, as well as providing statistical reporting on the territory of Russia is established by Law of November 29, 2007 No. 282-FZ. In accordance with Part 2 of Article 6 and Article 8 of the Law of November 29, 2007 No. 282-FZ, the following categories of respondents are required to submit statistical reporting to the territorial divisions of Rosstat:

  • Russian organizations;
  • organs state power and local governments;
  • separate units Russian organizations. That is, any territorially isolated units where permanent jobs have been created, regardless of the powers of the unit and whether its creation is reflected in constituent documents or not (Rosstat order No. 224 dated April 1, 2014);
  • branches, representative offices and divisions of foreign organizations operating in Russia;

Zero reporting may not be submitted to statistics

Zero statistical reporting can be submitted in two ways: either by sending reporting forms with “blank” indicators, or - information mail in any form about the absence of relevant statistical indicators. Rosstat reported this in a letter dated May 17, 2018 No. 04-04-4/48-SMI.

Continuous and selective observation of statistical reporting

According to the provisions of Part 1 of Article 6 of the Law of November 29, 2007 No. 282-FZ, statistical observation can be 1) continuous or 2) selective.

In the first case, statistical reporting must be submitted all respondents of the study group. For example, if continuous statistical observation of activities in the field of trade in motor vehicles is carried out, the established forms of statistical reporting must be submitted by all organizations and entrepreneurs who, upon registration in the territorial division of Rosstat, were assigned OKVED2 code 45.11 ("Trade passenger cars and light-duty trucks").

If random observation is carried out, not all organizations and entrepreneurs that trade in vehicles must submit statistical reports, but only those that, by decision of Rosstat, were included in the sample.

How to find out whether an organization (entrepreneur) is included in the list of respondents subject to random statistical observation

Information about inclusion in the list of sample statistical observations, as well as statistical reporting forms and instructions for filling them out, should be communicated to organizations and entrepreneurs by the territorial divisions of Rosstat. This follows from paragraph 4 of the regulation approved by Decree of the Government of the Russian Federation of August 18, 2008 No. 620, and paragraph 4 of the Rules approved by Decree of the Government of the Russian Federation of February 16, 2008 No. 79.

However, the procedure for communicating such information to statistical respondents is not regulated by law. In practice, the territorial divisions of Rosstat solve this issue in different ways. Some of them publish on their websites lists of organizations and entrepreneurs included in the sample for compiling certain forms of statistical reporting. Statistical reporting of small businesses and entrepreneurs

The procedure for submitting statistical reporting has some features (Part 4 of Article 8 of the Law of November 29, 2007 No. 282-FZ).

Continuous statistical observations regarding their activities are carried out once every five years (Part 2 of Article 5 of the Law of July 24, 2007 No. 209-FZ).

Selective statistical observations are carried out:

  • monthly and (or) quarterly – in relation to small and medium-sized enterprises;
  • annually for micro-enterprises.

The list of small and medium-sized businesses subject to selective statistical observation is determined annually by Rosstat. Only organizations and entrepreneurs that are included in this list should submit statistical reports as part of sample observation.

This procedure follows from the provisions of Part 3 of Article 5 of the Law of July 24, 2007 No. 209-FZ and paragraph 2 of the Rules approved by Decree of the Government of the Russian Federation of February 16, 2008 No. 79.

Forms of statistical reporting

Organizations (entrepreneurs) submit statistical reports in forms approved by Rosstat (Part 4 of Article 6 of the Law of November 29, 2007 No. 282-FZ). The composition of the forms may vary depending on the type of activity of the respondents, their organizational and legal form, affiliation with small businesses, etc. A list of the most common forms of statistical reporting currently in force is presented on the Rosstat website.

Procedure and deadlines for submitting statistical reports

Statistical reporting forms are submitted in accordance with the instructions for filling them out at the addresses, within the time limits and with the frequency indicated on the forms of these forms (clause 4 provisions, approved by Decree of the Government of the Russian Federation of August 18, 2008 No. 620).

According to paragraph 6 of the Regulations, the provision of unreliable primary statistical data is considered to be their reflection in the forms of federal statistical observation in violation of the instructions for filling them out, arithmetic or logical errors.

The same paragraph of the Regulations establishes what must be done and within what time frame if a mistake is made. "Subjects of official statistical records to whom primary statistical data are provided, if unreliable primary statistical data is detected sent within 3 days written (mail, fax, electronic) notification to respondents who provided this data.

Respondents who admitted the facts of providing unreliable primary statistical data, no later 3 days after discovering these facts by the respondents themselves or receiving a written notification from the subjects of official statistical accounting, they provide the subjects of official statistical accounting with corrected data with a covering letter containing the rationale for making the corrections and signed by an official established in accordance with paragraph 5 of these Regulations, or the necessary explanations."

In 2019, administrative responsibility lies with the official responsible for the presentation of statistical reporting. The fine ranged from 3,000 to 5,000 rubles. (). The official responsible for the presentation of statistical reporting is appointed by order of the head of the organization (clause 5 of the regulation approved by Decree of the Government of the Russian Federation of August 18, 2008 No. 620). Another type of punishment is provided for in Article 3 of the Law of May 13, 1992 No. 2761-1 “On liability for violation of the procedure for submitting state statistical reporting.” An organization or entrepreneur must compensate Rosstat for damages that arose due to the need to correct distorted data in consolidated reporting.

What documents are included in statistical reporting?

What does the set of statistical reporting depend on?

The variety of forms of statistical reporting is so great that it is difficult to immediately determine which of them a particular organization or entrepreneur should represent.

Firstly, the set of forms depends on who the information is intended for. Recipients of statistical information vary. Most often, organizations and entrepreneurs submit statistical reports to Rosstat and its regional branches. But, in addition, the Bank of Russia and many other government agencies can collect and process statistical information. This is established by Articles 2 and 8 of the Law of November 29, 2007 No. 282-FZ.

Secondly, the composition of statistical reporting may depend on the location of the organization and its type of activity. So, there are federal and regional forms. They, in turn, can be divided into general and sectoral, as well as those that are rented from time to time or just once. Forms of federal statistical observation, including reports, are approved by Rosstat (Part 4 of Article 6 of the Law of November 29, 2007 No. 282-FZ). Thirdly, the composition of the reporting depends on the type of observation within which it must be submitted:

  1. continuous, that is, mandatory for all organizations and entrepreneurs in a particular group of research;

How to determine the composition of statistical reporting

By own initiative All organizations and entrepreneurs can submit statistical reports electronically. However, the mandatory use of this method of transmitting statistical reporting is not legally established.

If the respondent submitted statistical reporting electronically using electronic signatures, there is no need to submit paper copies of the reporting forms. Date of submission of statistical reports

The date of submission of statistical reports is:

For untimely submission of statistical reports, an organization or entrepreneur may be fined.

    State statistics serve as the basis for organizing a statistical information system in the country. State statistics bodies carry out their work, guided by the fact that the accounting and statistics system in the Russian Federation is one of the most important levers government controlled economic development.       Structure of state statistics bodies

    The organizational structure of the state statistics system is built in accordance with the administrative-territorial division of the country and includes three levels: federal,regional(republics within the Russian Federation, territories, regions and national districts) and local(district or city).

We have accumulated extensive experience in the field of using computers to perform statistical work. Along with the collection, processing, transmission and storage of statistical information, computing services are provided on a commercial basis to tens of thousands of enterprises, organizations, firms, agricultural firms, and institutes.

    The Goskomstat computer network consists of approximately 2,300 computing installations of various levels. At the state level, it is a computer center (CC). Computing units are available in all regions within the framework of the relevant statistics committees, and at the district (city) level there are computing units within the district (city) statistics departments.

    The main functions of the Computing Center of the Goskomstat of the Russian Federation are the collection, processing and issuance of consolidated statistical reporting to the sectoral departments of the central office and various management bodies in a timely manner.

    The organization of machine processing of statistical information is carried out by two groups of divisions: in one, they collect primary and issue summary statistical reports (departments of information support for statistics), in the other, they carry out direct machine processing of statistical information (departments for the preparation and transmission of data, operation of various technical means, reproduction and etc.).

    The Computing Center, together with the Research and Design Institute of the State Statistics Committee of the Russian Federation, is also entrusted with the task of developing projects for the automation of statistical tasks, their testing and implementation (departments for designing machine information processing).

    The structure, tasks and functions of regional statistics departments are in many ways similar to the structure of the Computing Center of the State Statistics Committee of the Russian Federation. In the information support departments, statisticians-economists, in addition to the preparation and release of statistical data, also engage in analytical work in order to provide the necessary information local authorities management.

    Functional departments, engaged in direct machine processing of statistical information, perform the same functions, but depending on the volume of information processed, they can be enlarged or disaggregated.

    District (city) statistics departments (departments) that are part of regional committees are built in accordance with the standard structures of organizations at this level.

    The first group includes departments that carry out the design of machine information processing and its implementation.

    The department for the design and implementation of information technologies determines the choice of a set of technical means, establishes the type and structure of the computer media used, develops options for data processing technology, then develops algorithms and computer programs, draws up projects and carries out their experimental implementation.

    The department for organizing information support and databases collects, organizes storage and issues all reference, regulatory, planning and other permanent information necessary to solve problems, and also monitors their changes and timely adjustments of this information. In addition, he carries out work to unify statistical reporting, adapt it to the requirements of machine processing, develop and maintain local and national classifiers, develop methodological instructions on their application.

    This group also includes a department for maintaining and storing software, which is responsible for implementing programs at all levels of the Goskomstat computer network.

    The second group includes information support departments of various branches of statistics, which prepare statistical reports for processing using various technical means. They analyze and control the resulting statistical data generated, organize questions to information sources when deviations are detected in the process of organizing information processing, draw up documents for updating information, reproduce the results of statistical data, finalize them and transfer them to consumers. These departments also participate in the creation of an economic and statistical description of problem statements for the purpose of their automated solution, provide assistance in the work of the relevant grassroots statistical bodies: monitor their work on organizing statistical developments, compliance with accounting and reporting methodology and the state of reporting discipline.

    The third group includes departments that carry out direct machine processing of information using various technical means.

    In the data preparation (transfer) department, information is transferred from documents to computer media and control of the correctness of entering information on them, as well as automated reception and transmission of information via communication channels.

    The technical equipment operation departments (computers, computers) provide input and control of initial information into the computer, its direct processing and delivery of data results to users, as well as their transmission via communication channels.

    Maintenance departments for various technological equipment carry out maintenance of operating computer equipment, ensure its operability, and carry out routine and preventative repairs.

      Purpose of classifiers and their structure

    To exchange statistical information between different levels In the system of the State Statistics Committee of the Russian Federation, the development and implementation of classifiers is carried out.

    Classifier– this is a systematized set of names of objects, i.e. classification characteristics and their code designations.

    Depending on the application, classifiers are divided into three groups:

      National, used in all industries and at all levels of government;

      Industry-specific, used within a specific industry;

      Local, used within an enterprise (organization) or group of enterprises.

    The state statistics bodies operate about 20 public classifiers belonging to the following groups:

      Classifiers of information about labor and natural resources;

      Classifiers of information about labor products, production activities and services;

    USRPO is unified system state accounting and identification of all subjects economic activity on the territory of the Russian Federation, approved by the Resolution of the State Statistics Committee of the Russian Federation dated 20/04/93. No. 47. The subjects of the USRPO are legal entities, branches of representative offices and other divisions of enterprises and organizations, individual entrepreneurs.

    The block of classification characteristics includes: four-digit codes of the ministry and departments (according to SOOGU - Designation System for Government Bodies) to which enterprises are subordinate; four-digit codes of territories (according to SOATO - System of Designation of Administrative-Territorial Objects) where enterprises are located, and five-digit codes of economic sectors (according to OKONKH - National Classifier of Sectors of the National Economy).

    The codes of ministries and departments for SOOGU are built according to a serial-ordinal system: the highest four digits indicate a specific ministry, and the youngest - the form of its subordination (national, local, etc.).

    Territory codes according to SOAT are based on a positional coding system. In this case, from SOAT - a ten-bit code - most often only the four highest digits are used: codes of the republics that are part of the Russian Federation, territories, regions.

    All of the above codes are assigned to the enterprise ( legal entity) upon its registration (opening) in accordance with the types of activities specified in the charter of the enterprise.
