I. General provisions

II. Authority

5. The Federal Tourism Agency exercises the following powers in the established field of activity:

6. In order to exercise powers in the established field of activity, the Federal Tourism Agency has the right:

6.1. request and receive, in the prescribed manner, information necessary for making decisions on issues within the competence of the Agency;

6.2. give legal and individuals clarifications on issues within the competence of the Agency;

6.3. involve, in the prescribed manner, scientific and other organizations, scientists and specialists to study issues within the scope of the Agency’s activities;

7. The Federal Tourism Agency does not have the right to exercise control and supervision functions in the established field of activity, except in cases established by decrees of the President of the Russian Federation and decrees of the Government of the Russian Federation.

III. Organization of activities

8. The Federal Tourism Agency is headed by a director appointed and dismissed by the Government of the Russian Federation on the proposal of the Minister of Economic Development of the Russian Federation.

The head of the Federal Agency for Tourism has deputies appointed and dismissed by the Government of the Russian Federation on the proposal of the Minister of Economic Development of the Russian Federation.

The Federal Tourism Agency has the right to have a heraldic sign - an emblem, a flag and a pennant, established by the Ministry of Economic Development of the Russian Federation in agreement with the Heraldic Council under the President of the Russian Federation.

13. The location of the Federal Tourism Agency is Moscow.

The Federal Agency for Tourism (Rosturizm) is an authorized federal executive body that carries out the functions of implementing state policy, legal regulation, provision of public services and management of state property in the field of tourism. The management of the activities of Rostourism is carried out by the Government of the Russian Federation.

Until the adoption of a special regulatory legal act, Rostourism carries out licensing of tour operator and travel agency activities, as well as activities for the sale of rights to club holidays.
