Is a second foreign language needed in secondary school? Foreign Language at School: Features of Teaching.

  • This is not my article, this is the work of my colleague from the newspaper’s website. For those who just want to understand what it’s about and why, I’m publishing a couple of paragraphs here. We were talking about the second compulsory foreign language in our long-suffering general education. So, the author Denis Sukhorukov writes:

    “In the new academic year, a second foreign language will become a compulsory subject in school education,” said the head of the Ministry of Education and Science of the Russian Federation, Dmitry Livanov, in an interview with Rossiyskaya Gazeta. “From September 1, fifth grades will switch to learning according to a new standard, which stipulates that a second foreign language is a mandatory element of the school curriculum,”- he said. Livanov added that not all schools are yet ready for the new standard of education, so they are given a transition period to adapt. The head of the Ministry of Education and Science emphasized the importance of learning foreign languages at school. “This is not just a means of communication, but also a means of developing the child’s memory and intelligence”, he noted.

    This new initiative of the minister seems at first glance harmless and even worthy of approval. Indeed, knowledge of two languages meets European standards. And the fact that learning a language develops a person’s intellect and horizons is an undeniable fact. However, there is something in this initiative that I would like to talk about. I would like to immediately make a reservation that in our country there have long been gymnasiums and schools where children voluntarily study two or even three foreign languages, and this is normal. But now we are talking about the compulsory and universal study of two languages, and this is a completely different turn.”

    Today, the quality of language teaching in schools is such that it is time to abolish the first foreign language, and not introduce a second one. In general, it makes sense to study a foreign language only if you have good command of your native language. Is the Russian language taught well in our schools, even in large cities? As the father of two schoolchildren, I can say that languages - be it Russian or foreign - are taught formally and superficially in our capital schools. Not all students have the ability to learn languages, and the teacher has to spend all his time bringing the lagging behind to an average level, instead of developing the talented.

    Of the school graduates, only a few master a foreign language sufficiently to be able to use it more or less fluently. If a second foreign language is made mandatory, then the student will suffer twice as much as before. And again the hours: the introduction of additional hours for a new subject inevitably leads to a reduction in hours for studying the old one. And what are we going to save on this time: on history, on geography or on mathematics?

    In general, my question is: Does a person need a second foreigner? In my opinion, no. But this is the private opinion of a classical non-humanist. What do you think about this?

    School No. 1272 since 2000 collaborates with the Faculty of English Philology of the Moscow City Pedagogical University. The university provides assistance in the methodological and innovative work of the Department of Foreign Languages, the school conducts teaching practice for 4th year students, and 5th year students undergo continuous practice at the school during the academic year. This type of school activity ensures the continuity of school and university education, which ensures the continuity of the student’s language education.

    Thus, the school implements various educational programs in the field of language education (basic and additional), which include preschool education and connection with higher education, forming an integral system based on the principles of continuity, continuity, accessibility and personal orientation of students. Forms in students strong self-education skills and the need to continue education throughout life.

    Consequently, the unified educational environment created at the school based on the integration of preschool, general education, primary, secondary vocational and additional language education corresponds to the goal of the school: creating an individual educational trajectory of the student depending on the needs and abilities of each.

    A second foreign language in schools, lyceums and gymnasiums in Russia was introduced back in 2015-2016. Now in 2018, the second foreign language will be studied in all schools. Is it possible to give up a second language? Let's understand these school questions.

    • Is it necessary to learn a second foreign language?
    • Selecting a second language
    • From what class can two foreigners enter?
    • Opinion of the Minister of Education

    Is it necessary to learn a second foreign language? Is it possible to refuse?

    The introduction of a second foreign language caused dissatisfaction among many parents and students. However, today it is impossible to refuse to learn a second language. This subject was introduced by the Ministry of Education and Science into the Federal State Educational Standard - it is a compulsory subject at school.

    Therefore, there is no point in writing applications addressed to the director or contacting the Education Department of your region.

    What will be the second foreign one? Can I choose for myself?

    Each school has the opportunity to choose the language that will be taught as a second foreign language, based on the availability of personnel and teaching aids.

    Today, in schools, lyceums and gymnasiums of the Russian Federation, in addition to English, they study:

    • German;
    • French;
    • Spanish;
    • Chinese.

    At what grade can a second foreign language be introduced?

    From what grade should I start studying the second language? The language is a matter for the school itself. To put a mark on the certificate, 70 hours are enough. At the same time, the Ministry of Education emphasizes that it should be studied without fanaticism, in a gentle manner.

    REMINDER: Basic foreign language is taught in secondary schools from second to eleventh grade.

    The Ministry of Education and Science still recommends starting to study a second foreign language in the 5th grade. Therefore, parents of first-graders should not worry that their child will immediately learn 2 foreign languages. This approach will allow children to easily master basic concepts.

    Will there be differences in learning a foreign language for different regions?

    Will there be any benefit from learning 2 foreign languages?

    Despite the fact that the study of 2 foreign languages will already begin in all schools, opinions on the advisability of introducing this subject are divided.

    “We cannot now afford two languages in all schools, we will not learn them! We need to know the Russian language well, which we don’t know very well,” explained the head of the Ministry of Education and Science.

    Thus, in accordance with the Federal State Educational Standard for basic general education, the study of a “Second Foreign Language” is provided for at the level of basic general education (grades 5-9) and is mandatory.

    In 2010, the Ministry of Education, together with the government of the Russian Federation, developed a bill introducing compulsory learning of a second foreign language in schools. At the same time, a decision was made to postpone the entry into force of this standard for 5 years so that educational institutions prepare for changes in the school curriculum. Subsequently, it was decided to shift the start date of amendments to the law and make the study of a second foreign language mandatory in schools in 2017/2018.

    Major changes in the new school curriculum

    It was initially planned that from September 2015/2016 the study of a second foreign language in schools would become mandatory, but due to difficulties with the implementation of the new school curriculum, it was decided to postpone this innovation for several years. At the same time, schools will switch to a new modern program, which, according to officials from the Ministry of Education and Science, will improve the quality of education for Russian children, and in the future the level of knowledge among schoolchildren will fully meet the requirements of the time.

    The Ministry of Education notes that modern realities are such that without knowledge of languages, education cannot be considered complete and of high quality. That is why officials prepared appropriate amendments to the bill, which established at the federal level the obligation to study two foreign languages in schools at once.

    The choice of a second language of instruction will depend on the capabilities of a particular educational institution, the decisions of the students themselves and their parents. In accordance with the adopted school curriculum, the first foreign language begins to be taught in the second grade, and fifth graders receive additional lessons in the second language. The Ministry of Education and Science emphasizes that there are no plans to introduce an additional second foreign language in high school.

    Most Russian educational institutions have chosen the classic combination of English and German. At the same time, in recent years, French, Spanish and Italian have become very popular. In the capital and big cities there are gymnasiums where schoolchildren can study Chinese and other popular languages.

    Difficulties in implementing changes to the school curriculum

    Implementing the new school curriculum turned out to be more difficult than the Ministry of Education and Science had expected. In large cities, many schools and gymnasiums, even before the introduction of a second foreign language, were already using a modern curriculum, which implied the study of additional languages. But schools in small towns and rural areas faced certain difficulties. The existing shortage of teaching staff in specialized subjects made learning even one foreign language problematic, not to mention two at once.

    The Ministry of Education and Science claims that they are aware of the problem and that in the near future, funding for schools will be increased, which will completely solve the problems with the lack of material resources and the shortage of teaching staff. It was planned to resolve everything during the transition period, which was allotted 5 years. However, due to insufficient funding, it was not possible to eliminate all the difficulties by the appointed time.
