The Republican permanent cash draw lottery "Big Money" is held throughout the territory of the Republic of Belarus in accordance with Decree of the President of the Republic of Belarus dated May 12, 1998 No. 6 "On some measures to streamline lottery activities" (Collection of decrees and decrees of the President and resolutions of the Government of the Republic of Belarus, 1998, No. 14, Art. 347) in order to obtain additional funds for the development of physical education and sports, including Olympic movement, liquidation of consequences of accidents and natural disasters, assistance to low-income citizens, security environment, historical and cultural values, as well as for other purposes determined by the President of the Republic of Belarus. 2. The founder of the republican permanent cash draw lottery "Big Money" (hereinafter - the lottery) is the Securities Committee under the Council of Ministers of the Republic of Belarus (hereinafter - the founder). Location: 220002, Minsk, Kropotkina St., 44. 3. The organizer of the lottery is the Republican Unitary Enterprise "Belarusian Lotteries" (hereinafter referred to as the organizer). Location: 220012, Minsk, F. Skorina Ave., 80a. 4. These Instructions for organizing and conducting the republican permanent cash draw lottery “Big Money” (hereinafter referred to as the Instructions) are valid after registration of the lottery in the manner established by the Rules organization and conduct of lotteries in the Republic of Belarus, approved by Resolution of the Ministry of Finance of the Republic of Belarus dated September 17, 2003 No. 129 (National Register of Legal Acts of the Republic of Belarus, 2003, No. 111, 8/10044). 5. If the lottery has not been held within a year from the date of its registration, then this Instruction is considered invalid and requires re-approval. 6. The organization and conduct of the lottery is carried out at the expense of the organizer’s own funds or funds received by the organizer through a loan. 7. The lottery is passive, drawn. Each circulation is designed for a period of at least two months. 8. Draws are held at least twice a year. Lottery tickets (hereinafter referred to as tickets) are produced in series. Ticket numbering includes category number, series number and ticket number. 9. The number of tickets in the circulation is determined by the organizer in agreement with the founder. For each circulation planned for production, the organizer submits the following data for approval to the founder: the name and number of the circulation, the number of tickets in the circulation and the expected price of one ticket, the layout of the ticket and the certificate of examination of its security against counterfeiting, the planned start date of sale, the date of the drawing of the circulation, preliminary calculation prize fund. 10. The ticket price is determined by the lottery organizer in agreement with the founder and is indicated on the ticket. 11. Tickets must be produced by legal entities of the Republic of Belarus that have special permits (licenses) to carry out activities for the development and production of strict reporting forms, as well as special materials to protect them from counterfeiting, issued in the prescribed manner by the Ministry of Finance of the Republic of Belarus. 12. Tickets are sold in cash and by bank transfer. mandatory compliance the principle of voluntariness. Tickets cannot be used for other lotteries, nor can they be transferred to a third party for any purpose other than sale. Unsold circulation tickets no later than one day before the prize fund drawing are subject to withdrawal from circulation and destruction by a specially created commission, the composition of which is approved by the lottery organizer with the involvement of representatives of the Ministry of Finance of the Republic of Belarus and other interested bodies. Only sold tickets are eligible to participate in the drawing. 13. The draw is carried out by a draw commission, the composition of which is approved by the organizer in agreement with the founder. Based on the results of the drawing of the lottery prize fund, the drawing commission compiles an official table of winning tickets. The results of the drawing must be published in the newspaper "Soviet Belarus" within 15 days from the date of determination of the results of the draw. 14. Only cash winnings are awarded in the lottery. The winning circulation fund is formed in the amount of 45-50% of the total volume of ticket sales. For the accumulation, storage and targeted use of the winning fund, the organizer is obliged to open a special current account (sub-account) in a bank before the sale of tickets with a guarantee of safety and targeted use of the prize fund provided by the bank servicing the lottery. 15. Winning tickets are determined by the drawing commission during the gaming procedure, which establishes the fact of winning or non-winning on the lottery participant’s ticket. In this case, the occurrence of winnings does not depend on the will and actions of the subjects of lottery activities and is random (cannot be specially arranged by anyone). 16. Winning tickets are accepted for payment within six months from the date of the lottery prize draw. After this period, claims for unclaimed winnings will not be accepted, and the said winnings will be transferred to the appropriate budget for lottery purposes. Winnings are issued in the amount of money determined in the list of winnings for a given draw, without taking into account indexation and other force majeure circumstances. 17. Cash winnings in the amount of up to ten basic units inclusive are paid by sellers at ticket sales points. For getting cash winnings more than ten basic values, the owner of the winning ticket submits it to the organizer for examination. In this case, the organizer issues the ticket owner a document certifying the fact of transfer of the ticket. The examination is carried out within one month from the date of presentation of the ticket by a special commission created by the organizer. If there is a positive conclusion from the expert commission, the lottery participant receives cash winnings of more than ten basic amounts from the organizer. 18. Loss of a ticket or damage that does not allow its rank and (or) series and (or) number to be determined deprives the player of the right to receive winnings. 19. In the event of death or recognition of the incompetent owner of a ticket undergoing examination, the right to win is exercised in accordance with the law. 20. The purchase of a ticket serves as the basis for the emergence of civil legal relations, according to which the lottery participant has the right to demand from the lottery organizer payment of the winnings that fell on this ticket. 21. Income from the lottery is distributed in accordance with the legislation of the Republic of Belarus. 22. Within the time limits established by the Ministry of Finance of the Republic of Belarus, the organizer submits to it a report on the movement of tickets, the amount of proceeds from their sale, profit received in accordance with the requirements of regulatory legal acts on the organization and conduct of lotteries. 23. Accounting for income and expenses for the lottery is carried out separately from other lotteries. 24. Responsibility for the implementation of these Instructions rests with the founder and organizer of the lottery. 25. The main provisions of these Instructions must be available for public review at places of sale of lottery tickets.
